but what program can i use to CUT audio from a video?
and is there a free program that allows me to cut audio
from a streaming video instead of a downloaded video?

Im not positive, but audacity should be able to open up a movie file and it will only recognize the audio part.
Audacity will also allow you to cut and edit audio files... the last part of the question im slightly confused about but I think audacity is still the answer for your questions.

hm... it doesn't work for me O.o

What format is the file?
You might be able to use like Virtual Dub to open the video if its an AVI and then click Audio> Full processing mode. Then File > Save Wav... to save the sound from the video. If its another format... you can get SUPER (google it, free) then just select output > MP3 and save the music from it.
