How To Make Avatar Or Banner Gifs? Please recommend a website too............

Hello. Does anyone know a website where I could make gifs? I want to make avatars and banners and I would like to insert gifs from videos in them but I'm not quite sure how. I know it sounds complicated but I hope someone could help.
