I don't know too much about studying in Korea but, from what I heard it is very competitive and difficult to get into the universities. Just curious why do you want to study medicine in Korea? I would understand if it was like a study abroad thing for one semester but, for more than year sounds really difficult.
Of course, it's going to be expensive mostly because of living expenses unless you have family in Korea. I have no idea about the tuition but, since it's university and you are foreign to the country it will be expensive. If your are going to medical school you need to know the language really well and know all the medical terms and etc since you would probably be writing a lot of papers, analyzing stuff. Unless it was some kind of international school where all the professors speak in English.
Personally, I would strongly advise against you going to study medicine in Korea if don't know the language or culture at all and have no family there to help you out. I only say this because it would be really really difficult for you if you went to Korea to study at university. Everyone's language skills are going to be much higher than yours which puts you at a disadvantage. The only way I could see it working out is if you were going to some international university in Korea, which I don't know if there are any but probably there might be.
Sorry, I am not trying to put you down or anything I just think it's bit unrealistic. Maybe you should study medicine in Germany than study abroad in Korea either for semester or more for the experience.

Google, Study abroad - Korea, Inquire with your school counselor about resources to studying in Korea. Don't let anyone shoot down your dream of studying in Korea and pursuing medicine. You'll have to fully commit to learning the language as well but if your going to study medicine, then learning korean will be a small drop in your passion bucket of education.
Do it. Don't listen to people who don't help you pursue your goals. ~ But Tofu plushie gave you some good recommendations. Another thing is at least in the american system. People go through 4 years of education before applying for med school ~ during that time quite a few ppl stop and change to another career goal after finding out they don't like all the sleepless nights and years of intense study. High school cannot be compared to university level in the least.
re: some random stuff i found with googling.
lived there for ten years and I'd say it's quite safe. Of course in Seoul it can be dangerous at night time. But generally it is quite safe in the day time.
For living costs, I think you can survive on 1500 dollars/month including a place to live and food. In fact you can do much better than that. You could get a room for as cheap 300-500 a month and food whatever you eat. You can eat a meal for 3.50$ at a restaurant. There are cheaper things too.
There is a very good chance you can find a "host family" to have you stay with them, because Koreans opportunities for their kids to learn english. So look around for that.
North Korean worries are non existant in South Korea. Things appear to be getting better too.
Yes you can live with only a few phrases of knowledge. But you should search on the internet to get to the know the basics and maybe get a guide. There are a lot of people in the subway who are will to help as well.
Good luck!
---------------------------
What you could do is you may need to do a english study abroad program and live with a host family may be the wisest thing initially for a year and get to mastering the language and acclimating to the culture and learning how to survive, live, eat, and adjust to the pace of life there. I'll ask a friend that recently moved their to teach english.

You may want to consider that if you want to study medicine in korea, you'll have to have mastered the language to a certain extent.

it'll be just as costly as it would be in germany. and everything else is nearly the same
BUTTTTTTTTTT
ask a south korean from south korea what the education is like in korea with relation to the students. you definitely find a hard time competing against them because their education system is just not comparable along with their insanely hard working students. most korean foreign exchange students will tell you this. again, not advised to go to korea to study. ESPECIALLY in medicine
