Can you drive people around if you're over 18, but didn't have the license for over a year? I live in California by the way.

Yes you can.
At 18, it doesn't matter whether you had a license for a month or two years, you could drive anyone around as long as you have a permission from minor's parents.

yeah but there's a time frame... like you can't drive any minors for 6 months or something. no one will catch you unless you get pulled over anyways. now make sure they don't have any drugs/cigs/alcohol and they have to wear seat belt even if they're in the back, driver gets a ticket too.

It's one year. If you're under 18 you can't drive with ANYONE unless their 24+ or until you turn 18 or wait a year if you're still not 18.
So you're fine.

It goes away when you're 18 but your license will have that provisional crap until you go get a new license
