@_@ so I just accidently delted my recycle bin while trying to empty it.
So I tried undoing it but it didn't work. Does anyone know how to get it back?

You can't ever get it back. You've created a paradox. When you delete items, they go into the recycle bin. But you put the recycle bin in the recycle bin so as a result of that paradox, you've created a vortex in time. Your recycle bin is now lost in between two dimensions. It's like dividing by zero. Don't do it.

when you delete the bin in vista is says

to restore it later go to Personalization in Control Panel

STEPS:

Right-click on your desktop and choose Personalize or go Via my PC or Start Menu

Click on the ' Change Desktop Icons ' link in the upper left hand corner

In the ' Desktop Icons Settings ' window, check the Recycle Bin box and go to OK
