Do you mean how to get a screen capture? If you're using Windows Media Player, it's just Ctrl-I.
If you're talking about like making a video with an image (like a slideshow?) then you'll need software to do it.

Yeah I want to capture a picture from a video... but is there anyway I can make the picture high quality?

The easiest way is to get the video In high quality. It is not probable to get a High Quality out of a Low quality. Like the old saying: "You can't get something out of nothing."

Yep this is true. Screen captures can only give you an image as good as the video it's capturing from.
If a screen capture from your video isn't good enough, then you probably need to use a higher quality video.

Don't try saving it in JPEG format. Try, PNG.

May I ask Which Video Player you are using?
Try making Screen Caps with VLC media player, it can save it in PNG format. PNG offers a better Quality Picture.
Here's the Difference:

oohhh I been using Media Player classic... Come to think of it I have VLC i never really think of it...
