It it a ripoff program or anything? My parents are seriously considering letting me go on a trip, but I want to have some sort of first hand knowledge about the program.

Brown, Columbia, Cornell and a lot of schools have these kinds of programs.
The 'Lead America' thing seems a bit fishy, and if it costs 2k-4k+, I'd invest in something that's actually known.

If anything, try the summer programs at universities.
Brown, Columbia, and I think Cornell offer them (among others).

i would much rather go to a university but i'm going to be gone for month and then i can't do those..so yeah. plus i'm a junior now so i can't even do them next summer.

In fact, colleges would rather see you do the work yourself and not have it cut out for you by the people who organize conferences. Look for an internship around your area or maybe apply part-time at a hospital. I would save the conferences last, maybe around in senior year.
