It seems like a dorky question, but can you?
When I charge my phone, even if it says that the battery is fully charged, I'll still leave the cord in the phone..
Can anything happen from leaving it like that?

^Yep, that is the lowdown! Charge your battery until it's full & unplug it pretty much immediately thereafter.
Frequent random "just to keep it full" charging isn't too much of a good thing either. Once every now & then also, you should let the battery drain out completely by itself before recharging to its full capacity.
It's all about prolonging the battery life!

My brother told me that if you drain out your battery, it shortens the battery life?
So if I let it die out and then recharge it, that will be better for the battery?

Nope if yur battery die out and then yu recharge it will still be bad for the battery. New battery nowadays actually have many integrated circuit to turn off the battery before it completely die.
So to keep it simple
you CHARGE the battery when its ALMOST die like 1 bar left or something and NOT when its completely dead
if the battery is FULL then REMOVE the cord immediately, leaving the cord plug in after its fully charge will shorten the battery life
