I live in Toronto (Canada) right now, and my friend just recently went to korea. Her number is still local though (meaning it's still a Toronto number), so can i still text her? I know calling won't work, but not sure about texting..and also, assuming texting does work, does it cost me extra to text to her even though his number is local, but her cell phone is actually in korea right now? thanks a lot

I don't think so, because the friend's cell phone is from Canada and it's roaming in Korea.

I think the OP will just pay normal texting fees and the friend will get charged more because she's the one roaming.

I think..both you AND your friend are gonna pay more.
When your friend is in Korea, your friend's phone will automatically find a service provider in Korea and it'll use that..and she'll get charged roaming charges.
You on the other hand are gonna be paying international texting charges because you're texting to a phone in another service provider in Korea..
Well that's what happened with me and Rogers =/
