are you going to a university in the US?
i went to the university of michigan and i can't ever remember hearing about an "insurance requirement".
in fact, i never had any insurance the 5 years i was there.
when i did study abroad i got traveler's insurance...

^ If it's a US uni ... yeah, definitely weird. Usually universities have their own health centers and low cost health insurance.
That's mighty expensive though, $800/quarter? :/

maybe i should ask another question, are you an international student?
if so, that might explain the high cost....
if not, are you applying to a private university?
i can't really help you on the insurance front, because, as i said, i didn't have insurance in university.
perhaps you can call the university and see if it's totally necessary, explain your situation, and if it's a must, then ask if they know any low-cost options...

my university (private uni) requires health insurance too. they just want to make sure that you are covered if you injured yourself on campus
my school charge like $500/semester...
if you are working like part time or have low income, you can apply for cheap insurance, I live in MN, so they have a program called MN Care that's for low income people, I'm sure other states have it too
if you don't work, yeah, you have to pay the $800
