You have to disable system restore. The system volume information folder is for system restore and it wont let you delete it... but you can disable it and the folder should go away or at least be cleanable.
Right click my computer, properties.
Go to the system protection tab and uncheck the boxes for all the drives under system restore.

I am on vista so it looks a little different, but its about the same. Once you do that, restart and scan again... hope it helps.
In the end you might just need to format
it sounds like your situation is pretty bad and we can't really be sure about how secure and safe the computer is anymore.

OMG thank you SO much for your quick reply! i kinda knew i would need to reformat anyhow, but i really wanted a chance to backup all my files to my external harddrive before i did. hopefully doing your whole disable system restore thing would at least give me a window of opportunity to back up my files before i have to reformat it.
