Did you just recently install a new hard drive? I'm guessing "no" since you aren't very good with computers... when did it start occuring?

I've done this test in my lab long time ago when deleting hal.dll on purpose.
I'd need four answers to my questions.
Do you have your Windows CD?
If so, keep it close to you.
Since this seems to occur so suddenly, it could be caused from a bad loading from your boot.ini...
Does your computer support floppy disk?
If not... Gotta burn a small file on CD...
But first...
Do you have many partitions with Windows installed on them?
Are you able to get in safe mode?
