Have-had Grammar

i get confused between have and had a lot, it's my biggest weakness in grammar, how do you know when to use which one??? it's so confusing.

for example, i'm stuck on:

"First time-drivers have/had been found to make more careless mistakes than those with more experience"

^^Would it be have or had??? And why??? Because both sounds right but only one can be right so yea idk =/

Have - plural
Had - singular

Drivers HAVE been found.

ie-
They have made much progress.
She has made much progress.

Had is the past tense
and Have/Has is the present tense.
(& have = plural; has = singular)

So basically, you use Had when the event is NO LONGER happening but had happened in the past. so "she had finished her hw" would mean that by the time you say this sentence, she had already finished her hw.
whereas... when you use has.... (she has been doing her hw) by the time you express that sentence, she started already but is still doing it.
