Stevie Hoang is Chinese. His parents are Hoa (Chinese people who live in Vietnam). That's why they had to use a Vietnamese last name. He has no Viet blood in him at all.
Yes, but if people need more proof all they need to do is listen to - "One Night Only". In the lyrics, he states "I'm Chinese".
Also another similar situation is with Olivia Thai, who has a Vietnamese surname as well but she is Chinese. Surnames doesn't always = ethnicity.

Olivia: Well, it’s a little confusing, but since you’re special, I’ll give you the whole story. Haha. I’m 100% Chinese - Cantonese & Diojiu (or Chiu Chow). Having the last name “Thai” doesn’t mean that my family is from Thailand. “Thai” is actually the Vietnamese version of “Choi”. Yes, “Choi” is not just a Korean last name. “Choi” is the Cantonese version of “Tsai” (Taiwanese) or “Chai” (Mandarin). The reason why my last name is “Thai” is because grandparents migrated from Canton and Sua Tau to Vietnam. Even though they lived in Vietnam for a generation or two, my family is definitely more in touch with our Chinese customs. When they came to America as refugees, half my family decided to keep the last time “Thai” and the other half went with “Choi”. I grew up speaking Cantonese and Diojiu at home. I also went to several schools to learn mandarin for eight years. If I knew it was going to be so complicated – I would’ve thought of a stage name. haha.

Most of them have huge noses, small chinky eyes and flat noses and look nothing like those celebrities you see in dramas.And sorry, but most Korean celebrities you see on TV underwent a lot of plastic surgeries in order to look like what you see on TV. I think this should be well-known by all K-Pop-fans.
