I am usually both. At times I let people come to me and talk but if I'm stuck with someone who doesn't talk unless talked to then I would try to be the one to talk. It just depends on my mood and who the person around me is.

it would depend on the situation. people are dynamic creatures, given the circumstance, when two [talked to] ppl sit next to each other in an empty room it would depend on the extent to which they are unwilling to talk to the other person. If one of the 'talked to' people happen to despise awkwardness more than initiating a conversation, they would perhaps make an attempt to talk..but as to how far that conversation will go....

I am usually a shy person when I first meet someone. You have to talk to me before I start talking to you. But if I become familiar to a place or atmosphere, I'd start to talk to people before they talk to me. And the people talk to me more.
