As far as my school goes, it was pretty much a shoo-in if you had 1-3 leadership(s), 1-3 volunteering commitments (no requirement on hours), straight A's and allowing only 1 B. Leadership really technically doesn't have to be anything official, such as an officer post in a club. It can just be something like tutoring kids. As long as you are guiding somebody or some group of people, it is "leadership".
432521: In the case of my school, being well liked by the teachers really didn't help or matter. The judging board for our NHS was only 5 teachers, and only 1 being a teacher that has me or have had me. And another girl I knew, who is definitely well liked by teachers, was deferred and almost not accepted to NHS because of some ridiculous issue. But that was fixed after she wrote an appeal.

How about being on the executive board in a club?

If you really want leadership positions, the best choice would probably be student council, or some position (secretary, treasurer, president, etc) in an active club.
This year, I simply did my hours through club activities, and helping out at like a sport event at my school.
I'm going to be volunteering a lot in the hospital for the beginning of summer a lot, because the after like less than a month, I'm going to Taiwan for the remainder of the summer.

My school only requires a 3.5+ GPA and an essay.
as for leadership, I would just run for officer in a club.
or if you play a sport, go for captain.

i did this tutoring elementary school kids thing in the winter
and my guidance counselor says that it can TECHNICALLY count as leadership
but i don't think its enough to meet the standards ㅠㅠ
do u think there are any leadership oppourtunities outside of school?

pretty much anyone can get into it at my school, haha.
hmm...outside of school, what about church things?
or if you attend something like korean school, etc.
you could be a counselor, teacher, etc.

Also, though? I did this the summer after my junior year. I didn't bother with NHS because I didn't like the way it was run [it felt too much like whoring myself out for requirements, since my school had basically the same requirement as yours], and as far as I know, being in NHS doesn't help your college app much because basically the top 5 or 10% of every school is in it and the best college only takes the top 1%, if even.
Personally, it worked out for me because I got into the colleges I wanted (several Ivies and CMU), but what I'm trying to say is think about how important NHS actually is compared to your other activities and stuff and decide if it's even worth the effort.

At my school student council is the elevator to NHS. =]
Also, try starting a "Teen Council" at your local library. They love stuff like that and it's not hard to do.
style for your fresh starts and new beginnings

For my school, all we had to do was list all of our activities (past and present) related to school and unrelated to school, on a paper. We had to hand that in. Each thing equaled a certain number of points. Add the points to your GPA (100 scale) and if you made up to a certain number of points, you got in. Some people didn't even have the chance to try because their average was too low.
I got in with a 95 average and a bunch of activities, while my friend got in with a 99 (could be higher) average and jazz band. =_=

you don't always need to start clubs to be a leader in it.
you can always run for officer positions or even executive board positions
get involved with ptsa or even class council
likee people mentioned before, try tutoring or mentoring. (:
good luck~~
