I'm just wondering if you NEED to have a license .. in another words, is it mandatory? You first start out with a learner's permit at 15/16 (depending on the state), then get your provisional license after the requirements are met, then your full license. If I'm 17 right now and my parents don't want me going through the whole process (Getting permit, doing your hours, getting license) until I turn 21, is that illegal? Is it mandatory for all 16-year olds to get a permit?

In NJ yes. You CAN NOT get a license without getting your permit first. How do you expect to drive if you have no experience? you'd be hugeee hazard on the road and put not only your life but fellow driver's lives at stake. If you get your permit at 18 however, you do not need to take the 6-hrs behind the wheel class. you can learn from your parents AFTER you have gotten your permit. Then after 6-months of driving with your permit, you can go to the DMV to take the test to get your License.
You should have checked the NJ DMV website first.

it's not, unless your gonna drive a car, other wise you don't really need it. if you don't want a license you can always get a state id. it useful to have either a license or state.
