Based from your story, I think that he's the type of guy that doesn't get hints, so you should just confront him and say that you like him.
I have read somewhere that if a girl says "It's nothing important, forget about it", or something like that, that a guy will actually do as the girl says. like Mannosuke said.. figure out a place where you guys can meet like a park or something and have a really good talk; getting to each other always tends to lighten the mood cuz somewhere in the middle of the conversation a joke or something funny is said.

I think that kind of mellow atmosphere helps keep nervousness at bay.. and then when you want to to just tell him how you feel.
