i dont think u really need to gvie him a rejection letter if he didnt ask u out..if it escalates further then tell him no.

but then giving it to him as a letter can also be worse because that is like a physical manifestation of the rejection, if u just told him then he could still try forget about it,

I don't see why you have to write him a letter, especially since you said he never even asked you out. And no offense but putting someone down through a letter is rude no matter how you word the letter.. like breaking up with someone through a text message.

rejection letters are pathetic. it's like you don't have the courage to face them, so why should they take your letter seriously. Just talk to him, and say you're flatter that he likes you, but unfortunately you don't return his feelings.
