Only state schools are more expensive for out of state students. Private schools cost the same for everyone, but they do cost more than public schools.
If you're asking for good state schools, the UCs are quite good.
Use collegeboard.com to help you find schools.

Sorry, I meant public schools are more expensive for out of state students.

Good state school on the East Coast?
I doubt an Ivy League is in your range so:
Boston University
University of Miami
Both are fine state schools as far as I'm concerned.

Pick a program and then look. I say that try to visit the school before applying though. You don't want to transfer... That's a bad decision for many people.
Also, we can't really decide the options for you because we don't know how good your SAT score is, and whether you are active in volunteers/clubs... If you are not, there is not really much option for good schools (in relative to Ivy levels or similar ball park).
If you don't want to live home too far and want to go to a phenomenal school, consider Washington University in St. Louis. Now... That's a really good score, just to warn ya.

How is your family, financially that is and who's paying for college? I understand how you want to get away from Chicago and go see the world and all, but you have plenty of time for that in the future after you graduate.
Out of state colleges are expensive. If you go to an out of state public university, tuition can be double, even triple (Cali) normal tuition. So if you're going out of state I would advise you apply for private schools. They are just as expensive as out of state public schools but they offer a lot more support in terms of financial aid. Really, going out of state really isn't necessarily unless you have a particular field you are really adamant about and really really really want to get into their program.
What are you majoring in? What's your goals? Your SAT scores? Your gpa? Give us more information and we can give you better advice. Best of luck.
