Guys, I need a help, please.
I just want to create a website for something like blog
but I won't use a blogger (like blogspot) I want to create it myself.
Can I make it one free? or I must pay for it?
I want my site link is www.mysite'sname.com not .blogspot.com~
I mean like this: www.kingjeje.net or www.herowings.com
how I can make it?

Most or all of the time you would have to pay for your own domain name etc with a little extra features added onto it. If you're not willing to pay maybe some websites WILL give you you're own little domain name but will have advertisements around the website or they'll just simply advertise through the website name. First, you have to find hosting. There are plenty of free webhosts on the internet, try 000webhost dot com, it's simple and quite decent. If you're getting a TLD (top level domain, which is .com .net .org etc) you would have to connect it to a DNS server. (FYI, if you want a TLD it's approx. ~$8-10 a year.)
However, since you'll go with the co.nr ... co.nr is a redirection site. It's not really a domain name, you just get to have your own link that masks the real link to make it look like your own domain name. Register for a name at the co.nr site (google it) and you will connect the link from the pages you uploaded at 000webhost to the co.nr.
When creating a webpage, you can use Dreamweaver, if you have it; it's pretty good for beginners and you can go step by step with that. Otherwise, there is Microsoft Frontpage (it should be pre-installed if you have a Windows computer) or if you're really good with html, then start from scratch with Notepad. Don't forget to make graphics, too! ^^; When you're done with the main page, you save it as index.html ONLY which will make it be recognized as a home page. Upload that file to 000webhost (that should be self explanatory, I believe). Then pretty much you're all set with the first page. Feel free to create additional pages and don't forget to have links for them on your index page~!

Usually if you're starting off better off using a domain given name or wahtever you wish to call it. It'll come with a wizard that helps you create your website something called, "what you see if what you get" self explanatory. Once you get more into it start learning HTML to start off then CSS etc etc.

I recommend you install wordpress, Joomla, Drupal CMS content management system on a web hosting plan that has mysql database capabilites, and runs on Linux.
Since Wordpress, Joomla, and Drupal is compatible with many templates, and plugins, and come with a free "What you see is what you get" Webpage editor similar to blogger, dreamweaver, and frontpage. You can focus more time on writing stories then learning html, css, php.
Plus, you can edit your website anywhere since the editor is online instead of on your computer, so you can even write stories on your website from school, the library, etc as long as you are connected to the internet, and your computer have an internet browser.

1and1 have decent domain registration prices and hosting rates.

do you know html? if its, its hard trying to figure out. i learned most of my basic html from http://lissaexplains.com it has clear explanation, examples and snipplets of codes for you to copy and paste, then edit. combine it with an html editor such as dreamweaver (not necessary) but can be helpful.
