The head of state, from what I understand, is a general term that describes the person/office that represents the state, be it a republic, monarch, etc. So the president would be considered the head of state. Depending on the country, a dictator or a king/queen can also be the head of state.
It is the obligation of the intelligent to oppress the stupid, otherwise they will take over the world.

In the U.S. the president is also referred to as the head of state. Same position, different titles.
