Oh gosh, let me set this tidbit down before I start. This is purely my opinion and your decision. I try to push everyone in the right direction.

Personally, you should get neither. Chrome headlights are ridiculously ugly and attracts so much attention because they're ugly. Chrome headlights go with nothing, in fact chrome shouldn't be on cars anyway.

If you want angel eyes, get a set of bmw headlights and pay someone to retrofit them into your stock ones. If you want them blacked out, take them apart and spray the inside housing black. Sure, it won't be cheap, but it'll look 10x better when you're finished.

Black.
But if the whole body looks bone stock I have a feeling these won't look right on it.

Why go through the time/money/trouble when it's already done and packaged for him? The headlights he posted can't look that bad in fact I think I've seen these exact same ones on the road.

the aftermarket "projector lenses" reduce visibility by a lot, you can barely see anything out of them. by retro fitting a oem housing into the aftermarket one will give you a lot better cut off on the hid or beam cut off in general. simply put if you put on aftermarket, your not going to see much at night and worst in the rain.

^ahh makes sense... shows how much I know about aftermarket lights lol. I've always gone with completely OEM projector/bulb/housing combinations that are D.O.T. approved upgrades so I wouldn't have to worry about these things. I don't think OEM HID upgrades were available for the '98 Accord - if that's the case and if it were my car I wouldn't modify the lights.

Can't he just put some extra super bright aftermarket HID bulbs to compensate for the poor visibility?
But if beam cut-off is related to how far light is projected then I can see why ultra bright lights won't work.

+1

If you want to want to mod your car right, do a retrofit. Cheapest would be maybe $300-400 and do it yourself, but it'll look good, last longer, and wont melt or burn, plus the lighting will be efficient.

Well he can just put HID bulbs in instead of retrofitting projectors. But we're presented with a problem that bothers everyone. I'm pretty sure you've seen it done plenty of times. Usually by putting HIDs in a standard halogen headlight, the light refracts everywhere and blind other drivers. It is a safety hazard for other people. With projector headlights, the bottom part of the housing does not reflect, therefore resulting in a good cutoff that can still be used for good visibility without blinding other drivers.

The best option other than HIDs and retrofit is getting bulbs like Phillips Xtreme or GE Nighthawks. They provide better lighting output without the glare.
