You see this line pop up somewhere when you read or hear news about rape, theft, murder, prostitution, and whatnot.
And I'm thinking "the world was always like this, these things have happened for centuries"
Then I think perhaps it's a proverb, and it's supposed to mean something rather philosophical (like all idioms do).
So what do you mean when you say this?
