Definitely not age appropriate. She is NINE years old. This is ridiculous. I'm guessing that in the second picture that's the same friend she had with her when she was wearing the bathing suit on the red carpet. Why do her parents allow this?! I doubt even Miley dressed like this when she was 9. How do you even find hooker boots that fit a 9 year old?

This reminds me of that TLC show Tiaras for Tots? er the one where little kids participate in beauty pageants. I don't think she needs to wear make up or heels and that dress should be longer. But we shouldn't be surprised, I've seen worse when I was handing out candy last year.....

I've seen worst 9 year olds' costumes for Halloween and I have to admit Noah's costume outfit is not that bad and not as revealing as the ones you'll see in stores. Remember it's just a costume and I'm sure every kids wants to look cool or wants to look their best for Halloween. If you guys are just posting up pictures of Noah wearing "inappropriate" clothes or if you want to call it that way just to call her a sl*t, then this thread should just be close down.
