Probably old news but noticed this on a friends status and tried it out:

On Facebook, click home, then press: up, up, down, down, left, right, left, right, b, a, enter, and left click on the page (not on a link). Then scroll up and down. Pink sparkly circles should suddenly appear..

Pretty neat, just log out/in to get rid of the circles.

Yea, it's pretty much just for looks. Doesn't seem to to do anything else.
When you try typing the circles group together, making it pretty hard to see what you're typing
