I would ask that to anyone who applied to a job opening, just to find out if they really want the job, and if I should hire them.
But now that I reread your question, it sounds like the person who was told this, was at their job when they were asked this right?
I wouldnt be so sure about that, but I wouldnt say it for any other purpose than the one I just gave you above...
I guess it depends on the person...

it could also mean, i have potential to work harder in order to promote
or find another job much more worthy than my current job.

It could be to see how faithful you are (or gonna be) to the organization/company... They wanna see if you even have any intention of leaving someday and not staying. They wanna know it probably because they wanna get prepared for it, making sure their company isn't gonna be disorganized (lacking employees maybe) suddenly at some point. If you're in interview and not hired yet, then they'll do something about your answer depending on what they need. But of course the best answer would be something like you don't have any plan to leave at the moment (even though it's a lie if you do have some plans). If you're already in the job and they want you out, then they have the power to call you to their office and say so, gently and politely, rather than being indirect with questions like that (that wouldn't be smart to lure you out of the company that way - they gotta be more serious than that). If they ask questions like that, they probably wanna know what's your plan / new plan, what's your intention with this company (planning to still stay or leave). I'm a new organization's CEO and that's how I view it... I'd want to be sure of all people's intention/plan with the organization.

Well... if you think positively, maybe they see you doing bigger things and the position you're at isn't challenging enough for you.
