Can't run .exe files

I have a PC and some reason I can't run ANY .exe files it says something like "windows cannot access the specific device path or file, you may not have the appropriate permissions to access the item " then another box pops up and says this link needs to be open with an application. Are you the administrator and what OS are you running? If you are not logged on as Administrator, please do so and see if the problem persists.

I am the admin I tried to download this anti virus software and that was the message I got..

Try uninstalling the anti virus and see if it happens still. What's the name of the software?

I'm trying to download the Sopho anti virus, I originally have the symantec anti virus

You can try a system restore to a time when your computer can run .exe files.

everytime I try to download a file that is .exe it wont allow me to open it...
