'Unlocking' a foreign phone !! could someone explain please?

I'm planning on buying my first cellphone from overseas (ie. S. Korean) for numerous reasons, one being that I personally think they look better, two because hardly anyone in the states would have one, and other reasons.
Well as I was browsing some phones and some descriptions, some posts and comments said something about unlocking the phone. When you buy an overseas phone, usually you have to unlock it right? How can you do that and where do you go or what do you to to unlock it.
If I buy a Korean phone most likely the menus will be mostly in Korean. Is there anyway to change it so that it would be in English so I could understand?
Sorrie if I don't make any sense lol, but could someone help me fix this dilemma of mine.

okay. a korean phone is NOT gsm so you can't unlock it. it's CDMA so you have to enter in codes and stuff like that but it's much harder than unlocking and i think it's illegal too. bottom line is, you can't really get a korean phone and get it to work in the u.s. yourself; you can buy one that's been worked on by "professionals" but yeah. it's not gsm so it's not like you can pop in your sim card and get it to work.
BUT you can get phones from elsewhere that are unlocked and use your sim card to get it to work. most people get cell phones imported from hong kong...

sim card is a small little card that contain your personal infor...not every phone out there can be unlocked using a code or cable...depending on where you buy your phone, the phone might be unlocked already especially if you buy from wholesaler...you can change the korean to english...i think you might have to install a program into it

south korea has very little gsm phones. good lucky. ask the person who you buy it from to unlock for you.idk why ppl want to buy phones oversee you cant txt message nor use wap....
