I have a regular hard drive C and an add-on drive D and previously when my computer crashed, I reinstalled Windows XP on drive C and all my files on drive D were still there..
my computer crashed again and this time I deleted everything on drive C and set up a small partition and installed Windows there..
so if my computer crashes again, can I just reinstall Window in that small partition on drive C and my files on drive C (the bigger partiton) would still be there?

Yes, if you keep everything in order (as in dont install windows to the wrong drive) that is one of the best ways to preserve your data. I do that just because I have to format so often >_<
BUT make sure you have some sort of backup. Its definitely possible to screw something up along the way... you know microsoft... ~_~
