some guy from korea said they do... but i heard they don't.. so which is true?

There are performance shops in korea, that can do it.
Not dealers, but the dealer can direct them, just because its korea, doesnt change how dealers work.
Also, Tib's in korea, and Tibs in america can differ.

I don't think they came turbo in korea however I think their rally accent is turbocharged

nope. hyundai stopped using turbocharged engines after the Scoupes.
