J - Sad But True (album 5 - track 5. This is perfect for you. It's upbeat, J has excellent english)
Jessica HO - 1-2 Step (she has both korean and english versions of this song)
Lexy - Let Me Dance (1st album - track 5)
Lexy - Immature (1st album - track 6)
As One - Mr A-Jo (they are two female singers - you didn't specify solo artists only)
Cleo - Charming Girl (5th album - track 12)
Lena Park - 2gether (1st album - track 4)
Chae Yeon - Third Love (track 5 - 3rd album)
SES - In the Name of Love (4.5 album - track 1) AKA "Ai to lu Na no Hokori" on their japanese album
SES - U (5th album - track 3)
Sugar - Man (3rd korean album - track 1. But, like SES, they're a group not solo artist)
Lee Hyori - Like a Fool [Sadness] (1st album - track 3)
As you can see, there's alot. I left out alot of artists because their songs were not fast enough. I won't list everything but that should be all you need. I personally recommend J's song "Sad But True" for your project. It has the right fast beat yet is R&B, has some english lyrics in which J has perfect english pronunciation (she grew up in america), and the song is just damn good. There is NOTHING in the song with which an english audience can find to either laugh at or ridicule. I can't think of a better song that you can use that fits what you're asking for and then some. Good luck and let us know what you've decided!

You should listen to "Your Color." or "If You Were Here Tonight." They aren't exactly R&B but they are great slow songs. Lyn, Gumi, Jessica H.O <3 J, See Ya, Big Mama, and Lena Part

Try T/Tasha or Tashannie, her project with Annie. she hasn't released anything in a long time, but the songs hold up.
T- as Time goes by is a good r&B song!!!
the rest that everyone mentioned woulda been my suggestions too!
