I was considering buying a dvd burner then doing the NETFLIX or tigercinema deal and burning them BUT i was wondering if there is a protection on dvd's that prohibits you from burning them?

That is illegal.
According to the Digitial Milennium Copyright act of 2000, you are allowed to backup media you legally own, but you are not allowed to modify or remove copy protection. In other words if you REALLY want to copy a DVD you own, you will have to break that part of the law and argue that in order to backup something you own, you must break the copy protection.
Those DVDs from netflix or whatever are just like any other DVD.
They all come wtih CSS (I think it was something like that) protection so that all the files are encrypted. DVDdecryptor can handle that.
Most modern movies are also DVD-9 so there are about 8gigs on one DVD. Forcing you to either buy DVD-9 media (expensive) or use DVD shrink to sacrifice quality and some extras to fit onto a DVD.

i never found the point. why would you need to burn a DVD if you already own it, and you cant burn a dvd that isnt yours.

VCD/SVCDs are on CDs so yes.
DVDs will need to be covnerted to vcd or svcd which takes a lot of time and effort.
