When i click on the memory card, it says that it needs to be formatted, but when i click format, it says ERROR. i cant use my memory card because of this reason...
can anyone help me with this?

Check on your memory card... I believe it should have a write protect tab/switch that you have to move to allow read/write operations. It sounds like you have it switched on write-protected mode hence why you get an error trying to format it.

no, i think its the phone cuz when i try it on other T809, it works.

well it goes without saying then... until we can figure out why you can't format the card, just use the "other" T809 you mentioned to do the formatting so you can at least use your memory card. Or better yet format it on a computer if you've got a card reader. If you format the card, stick it into your phone and it still doesn't work... then return and exchange your phone if you can. Sorry I can't offer better help.
one thing that confuses me, however, is those memory cards are supposed to be formatted already (as FAT) when you buy them so it shouldn't have even given you the error message in the first place. Strange.
