Make sure your ports are forwarded and you are using ports recommended by the tracker that you frequent most. www.portforward.com
Turn off software-based firewall (best if you are behind routers). SP2 comes with it's own firewall.
I've heard Anti-virus also slowing down BT but you should research more about this before turning off your AV.
Don't upload at 100% your max upload speed (but don't upload 0% either). 70% - 90% works well, mess around.
Check the number of incoming/outgoing connections.
Use the latest version of BT client (Azureus or uTorrent both works great, give the latter a try).

Have you powered everything down recently? Shall I assume you have DSL? If you do, power everyting down. Modem, router, computers. Then turn it all back on. I do that when my download speeds drop from 150k/s down to some miserable 50k/s.
Otherwise, if you can confirm there isn't any excess network activity (like the modem lights blink like crazy when you aren't doing anything), and you ahve tried the speed test jeffy provided, call up your internet service providor and ask whats going on. They might have just bumped you to a lower speed profile "to increase stability". Or you might have exceeded the maximum download limit you get in a month. (I heard those exist like 30gb and they knock you down to like dialup speeds until the end of the month where they reset you and let you have speed again I know SBC dsl doesn't have it though.)

umm yeah, try restarting ur modem/router (pulling power plug and putting it back in)and then if the problem persists... call verizon.
When did it start being so slow or was it always like this?

I really doubt it could be anything like a firewall problem. Most stuff would either kill your connetion or work. not slow it to turtle powerz.

Well mine seems fast enough
With the plan I'm on once you exceed the limit (60GB) you get a letter mailed to you and you're not allowed to download anymore.

In that case... DL and run this. This will bump things up to maximum. I'm unsure if your connection will respond to this or not, but give it a try. You run the file which will unzip a bunch of stuff, then you run the setup.exe file...http://www.megaupload.com/?d=HWZ4600M
EDIT: After I post this, I see what you wrote above. Well, so was it because of interference from dimmer switches / halogen light fixtures? Or something else?
