Depends on what type and how much you want to use it.

Skype and vonage are very popular VOIP services.
Skype works with computers and vonage has a very nice integration into normal phones if you choose to use them.. the softwaer isnt difficult to use all depends on what you want to use it for.

You would probably need one of those Vonage products then... Look at the linksys or Vonage website they have a big selection of hardware that you will need to make it connect to your phone.

I dont think skype offers that type of integration.

If you want to use vonage, so you can use a normal phone to make calls over the internet. You will probably need some special hardware.

There was this program I saw my step brother the other day using, he used the computer mic just to call his ex, on her cellphone o_o;;. If he still has it on his comp, I'll try to find out the name.
