I have some videos where I only want some parts of it. So for example if I have the whole X-Man episode and I only want parts such as only the "Of Course Game" how would I do it? Which kind of programs would I need? Can someone please explain? Thanks.

AVI
Virtual DUB open video, click home, move to the beginning of the part you want click end. Edit, and there should be something like delete selection or trim selection dont recall. Do that with the other half.
MPEG
TMPEnc editor
WMV
Windows Movie maker
Windows movie maker should actually be able to cut out the chunks you want for all the formats but it will probably output a WMV video in the end.
After you are more specific and you still need help, feel free to aks.
