my family uses the family plan with my dad being the primary line and we the rest of us have the extra line under him. my question is if my dad renews his contract for another 2 years and gets a phone upgrade do we all get one too?
is it possible for me to cancel my line from the account without any penalty charges?

If YOUR line is out of contract then yes, you can cancel it w/o any penalties. If your dad wants to renew his, he can, you don't have too. Sometimes people like to take the number, getting permission from your account holder of course, and port the number out to another carrier, just remember though, the contract for YOUR line has to have ended already. 
....If you want other people to think you're happening.....
....You have to convince yourself you're happening first....
