yea I played it but no can't read japanese.
Use gamefaqs like the other guy suggested for translation then apply some natural logic into it and your good to go.

Personally, I think Mario Kart DS is the best version out there. I didn't like double dash that much either.

my friend got my R4 for me while he was in HK. it's cheaper in HK than off the internet i think (at least when i researched on the sites ^^;; ). he got R4 along with 1gb microsd for $40CDN? which is around 30 something USD? i think things should be cheaper in HK.. since online, some of the sites you have to pay for shipping costs? but the sites are just maybe 15-30$ more expensive than in asia.. so it depends on if that price difference is a lot for you.
