Exempt vehicles?

In California, sometimes I see cars, especially trucks with a license plate that says "CA EXEMPT" on the top and the license plate having a few numbers. (In my case it was 64277)

I went online and found out that they are
"Vehicles owned or leased by the U.S. Government, state agencies, cities and counties, or special districts."


However, today while driving home from work, I saw a white car coming from behind. It had HID lights and I thought it was a BMW, but then it got closer and I found out it was an S2000. I look inside and saw two Asian men in about their 20's. It was pretty loud, so I think they had an aftermarket exhaust too. I look at their license plate and saw that it was CA exempt.

This got me thinking... did they steal that license plate? Or is it really owned by the government? The s2k was also lowered and had gold Volk TE37 rims if I saw correctly.

What is the government/city doing with a modified s2k?!
In addition, these boys can probably get out of tickets really easily because of that license plate.

Grr I'm mad! haha

who knows, maybe they're undercover popo's cracking down on street racers...

If those plates are fake, they can face a felony.

With the profile this car gives off, it's likely to get pulled over if a cop has doubts about the validity of those plates. So it's likely to be owned by some form of government agency.
