For SKUNK punk, maybe somebody else will introduce with the reply. So I'd rather talk about NON-SKUNK punk this time.
Gumx : Good Melopunk group, released 2 regular albums & even do license in Japan. Maybe went to Army, no more work.
Lazybone : Started as Ska-punk, but now entire members were changed except for vocal, and changed style as 'Vocal is crying punk'. (No joke). 3.5th EP has new melopunk style.
Strikers : No album yet, but will release soon. Dope music is pushing them very hard, even they did concert in front of 80,000 people around 2006 Worldcup Period in Korea. 1st. album Will be released soon, melopunk style.
... etc etc.
Well. Maybe I wrote about melopunk only. There are also several different kinds of punk group, but let's skip at now, because I think you don't like to hear heavier stuff.

I love Silver Spoon to death, but I must admit I don't know what people generally classify them as. They do sound a bit punkish. I listen to them all the time but their style is just weird, so I dunno. ^__^;;; Worth a listen in any case... XD

Korea has a small but productive punk scene centered mainly around Skunk Label and Club Skunk Hell. There are a lot of affiliate labels but most of them are more like cliques than record companies.
Here's a list of some of the greatest punk bands:
-Rux - streetpunk music that gets its influences from straightforward bands like Cock Sparrer and Rancid. They are one of the most hardworking bands at the moment and built the punk scene almost single-handedly.
-Suck Stuff - the Clash of Korea, in that they take their influences from some unique places, such as reggae and Johnny Cash. At the moment they're probably the hardest working band, handling some of the load from Rux. They're planning a tour to China soon. http://www.suckstuff.com
-The Geeks - Korea's first straight-edge hardcore band. They have a bunch of releases out and did a tour of the US earlier this year. They're one of the most energetic bands around, and the lead singer still doesn't sound like he's gone through puberty.
-Captain Bootbois - the cornerstone skinhead band of Korea. They're influenced by Japanese skinhead music, as well as some old school hardcore, and a bit of viking rock. http://www.bootbois.wo.to
-13 Steps - one of the top hardcore bands. They're from Chungju City, the only place outside of Seoul with a decent scene. http://www.13steps.net
-Assignment 27 - pseudo-rockabilly band. The guitarist just got out of the army so they're back in action. http://www.myoungryoung27.wo.to/
-Cock Rasher - started as a typical streetpunk band and has found their own footing. They're long overdue on their first album due to a severe medical problem. http://cockrasher.wo.to/
-Couch - Korea's most hated punk band. The lead singer appeared on live Korean TV naked and bounced around before the cameras turned away from him. He spent a few months in jail for that. They play pogo punk like nobody's business.
-Ghetto Bombs - the band that looks the most like it's going to be the next breakthrough band. I don't think it'll happen though. They style themselves on the Clash a lot but I don't really get it from them. http://ghettobombs.com/
-Samchung - angry skinhead hardcore. These guys are a little more influenced by white-power music than they need to be, but they have some good songs. http://samchung.org
-Vassline - the top hardcore band. They're now claiming to be metal I think, but still play a lot of hardcore shows. http://www.vassline.com/
There are dozens more bands, but these are some of the big names. Usually it's hard to find releases of the smaller albums, because most of them only put out demos.

I think there's a rule about linking to pages that allow downloads on here. Most Korean punk bands are pretty cool with mp3 downloading, and will have at least one or two songs available for download. Suck Stuff has a lot of downloads on their page. I have a large collection of Korean punk songs on my Soulseek account. I do it to get the word out.
It's all good, but the Korean punks hate Bugs, who actually makes a profit off pirating their music without their permission.

yeah that's true, but then i never said he was a punk musician :]. i just thought that the person that made this thread might be interested and put him up XD.
hahaha this thread is helping me out too (: the only band i know from here is crying nut...and i never actually listened to any of their songs...i just saw it on my friend's ipod one day. >>;

True, the OP was asking about "Green Day or Avril" type stuff, which is definitely a lot closer to Seo Taiji than anything I named.
