From my knowledge, basically the school you're affiliated with gives you a contract which tells you to meet a certain GPA by the end of the quarter. If that standard isn't met, you get kicked out.

im a 2nd year gonna be a 3rd year with undeclared major, have been trying to get into public health sciences major ever since fall quarter of this year
but they wouldnt let me get into the public health 1 class (which i need to take before i can declare my major), saying that it was all full and cannot add anymore students
telling me to take the classes that i need first, and take the pubhlth class during summer
ok now that im trying to sign up for ochem and bio 97 (im behind on sciences for a year cuz i skipped it during my freshman year), they dont let me do so again saying that "it is restricted to certain majors for now" and worse comes to worst i'd have to take those classes during the summer. i went to diff counselors at diff dept and they all give me that "we cant do anything about it" face. how ridiculous is that? basically they're just not letting me taking the classes that i need during the school year and telling me to spend extra thousands of dollars and time going to their summer session

Have you tried using Add/Drop cards? WebReg is frustrating to use sometimes, so just go to the first lecture and have the professor add you at the very end.

Watch out for Public Health though, it's a small class and a lot of people want to take it, so it might be hard to do an add card for that. Ochem & Bio97 shouldn't be too hard to get into though, seeing as those are bigger classes. Try waiting for the adjustment period to add those.
And I agree, WebReg is such a pain

im talking about classes for next fall haha
and no chem prof never signs add/drop cards and everything has to be done on webreg
so it all depends on whether the classes get filled
not sure for bio tho =[
for public health 1, im taking it over the summer, and after finishing the class then i can request for a change of major, which takes another 4-6 weeks
so i wouldnt be able to sign up for bio/chem til enrollment adjustment period which i bet all the sophomores next year will take up all the spots =[

will you be going home during the weekends? most people do, and that is a big chunk of all your meals. also, are you an early riser? most people don't eat breakfast at commons. if you are willing to eat three solid meals a day, maybe go for the middle one. i know a few people who had gotten the biggest meal plan and were never even close to finishing their meals. i rarely ate breakfast at commons, had the smallest meal plan, and had a lot of leftover meals at the end of each quarter. oh, and i also went home a lot.

& yes, there's an Albertson's nearby, but if you're living in Mesa Court, it might be a bit far of a walk, especially if you have a lot of stuff. There's also a decently priced Trader Joes right across campus too (:

but on question 3. (do you have a desired roommate preference)
should i put no, since i am aiming for a single?
but if i don't get a single. then i would want to room with my friend. x_x
