the class is econ 20a and a size about...343..
hypothetically if i emailed the professor do i ask them for a add card or something? o.o
one more thing i heard that some people get dropped after tuition date since they forgot to pay is that true? so, It's kind of better to wait until...it think it was sept 18th at noon to go back into the webreg and try and re-enroll in classes??

With Econ 20A, I don't think you'll have a problem. People drop in and out of that class because it's offered often, and it's a big class.
If you e-mailed the professor, you should just ask him/her what they think your chances are of getting in and if they have any advice (e.g. attending the first couple classes, etc.)
And if you're waitlisted, you don't have to re-enroll; you'll get an e-mail to your uci account saying that you got automatically added to the class.
Hopefully you'll get in; I've managed to get into almost every class I've ever been waitlisted for, and the highest position I've been at is 27. The only time I didn't get in was a 15-person class that 40 people were trying to add.
I know it's hard, but try not to stress out! It's an automatic process and you should be fine.
Oh, and p.s.--add cards are something you pick up yourself from the registrar's building, professors don't hand them out. It's just a scantron-type paper that you bubble in your class on, and then the professor signs. After you get the professor's signature, you take it to the registrar and they add/drop the class for you.
