I just want to add Boa onto the list. She has released some beautiful ballads, including We, Goodbye, Stay in Love, Jewel song, Everlasting, If you were here, Waiting, etc....

Female.. Lee So Young.. she got the best voice and unique too..
check out youtube for her song La la la and the song Grace...
Seeya is another strong recommendation..

Male. donno much male but Wheesung?.. and Tim..
maybe dbsk???.. they do ballad also but they more recognize for their pop-rockish song Rising sun..

everyone alreadi mentioned the names i was gonna mention

but i would realli realli reconmend sung shikyoung, josungmo, and lena park...cuz theyre my favorites

i would also research more of the late 90s ballad singers...they rocked
