This is what I use and in my opinion it is the best. However, it is does have a steep learning curve.
Why do I use this?
1. Full Unicode Support (UTF16)
2. Mass Tagging Component -> Mass retagging, mass renaming, mass moving/restructure into directories files. All of which you can customize to exactly how you want it. You can control the directory structure/name of files of your files based on the tags. Also works other way around, you can automatically guess the tags based on the filename. Also allows you to save scripts, like what I have there for repetitive tasks, you can also hotkey pretty much any command in the program. So you can even sort/rate your music while ie: playing a game
Example: Mine is Artist/Album/Track# - Song Name [Each / denotes a folder]
3. Very customizable in fact you can customize just anything in it like throw in albumart, the icons, the playlist, shortcuts. I like how the GUI is simple, not with skinned crap (but if your into that kind of thing there is foo_looks just for that...). I'm using an interface called ColumnsUI (which majority of Foobar users use), it lets you program/write columns based on tagzscript to display various metadata for your files which imo is ideal but you remember you can change it to whatever suits you. You can either download these scripts (as people tend to share them throughout the foobar forums) or you can make one entirely on your own (time consuming) Depends what you want really, I did write my own, since it'll show you a lot of things like the tagzscript works and plus you get exactly what you want.
4. ReplayGain support/scanning instead of normalizing your music files
Foobar .83 did have a component (plugin) that allows you with the help of Nero to create CDs pretty easily. However, the plugin hasn't been updated for Foobar .9, but you can still it it by using another plugin called foo_run which lets you run external programs within Foobar. Why is this useful? Because now, I can run Nero or whatever program I want to burn with, with a simple right click on selected files or on a playlist I can create a CD just like that.
5. Supports ID3v2.4 tags, APEv2 tags, or database tags (for those who worry rewriting tags would damage their music) etc etc... Supports tons of file formats natively... Not bloated, uses minimal resources (less than Winamp 2.91, well I suppose before plugins) Gapless playback, tabbed playlists, kernel streaming, nice DSP components.
The only thing that new users probably find annoying is learning how to do all they want to do.
My second choice would be Winamp
