In regards to the 'ulljjang' styled photos, I have to be honest.
I'm a big fan of photo retouching, but there's a limit to what I like to do to photos.
Although it's sometimes just fun to mess with the shapes and features of someone's face, I prefer a more 'natural' change. Just an enhancement as opposed to complete facial restructuring. So it's highly unlikely that I'll be posting a tutorial for that specifically.
But I'm sure someone else will be able to come up with something.

As for the kind of 'enhancements' I generally make to photos, you can see an example from the changes I've made to a photo of Lisa's face below. I've added some eye shadow, eye liner, a bit of lip gloss/lipstick, changed her eye color, sharpened the focus on her eyes and lips and smoothed out her skin (including removing some birth marks). I like for people to look at the result and think 'Hey, I never thought I would look good that way.'

But for your first tutorial.. the second cap. I don't think it belongs there 'cause it tells you to desaturate your picture.

The desaturation step actually does belong there.
But there should be a 'duplicate the layer' step before that.
So it's basically an overlayed black and white blurred image on top of a normal color image.

It's actually the same as my '30 second makeover' tutorial.

^In the middle, Mika's hands are boxed in, I guess, with a border. I was wondering how you do that? And I don't really have a pictures, but I was wondering how you make that "photo" effect tilted, like it was a picture placed somewhere in the middle of a graphic. Every time I try to tilt just a part of the picture, I rotate the whole canvas. I am trying to have one big graphic then like small photos with borders in the them, like what's done on that page. Can anyone help me please? Thank you!

The only major difference is the way you choose the tool options.
Click and hold your cursor over the Brush tool, to see the other tools 'under' the Brush tool.
Select the Pencil tool.
Set the size to 1 pixel.
Zoom to 1600% view by holding your Ctrl key (Cmd on Mac), and repeatedly pressing the + key on your keyboard.
Then follow the rest of Muddie's instructions.
Let us know if you get stuck.

PS. If you want to erase a dot, choose the Eraser tool, and choose 'Pencil' on the Eraser tool's 'Mode' drop down menu.
Set the size to 1 pixel.
