Well, what I always do is to resize it, and then sharpen it.
Effects > Sharpen > Sharpen
Make a new layer, then brush on the circle. Then right click on that layer on the layer panel, and go to blending options. Then on the left side, go to "Outter Glow" and select the color you'd like, then mess around with the slidings so you can know what each does.
Any confusion, ask away!

that's what i do for all my icons/sigs
.ningyo.: what orangebubbles meant in order for you to reduce the size of your icon is to save it as a GIF, but thru 'save for web', which is an option just below SAVE AS:

i tried it with one of my icons, and it went from 23.8kbs to 9.40kbs - quality wise, it's passable.

Oh dang I forgot to fill in a part XD My bad. You have to make a new layer, than fill it with black, and then do a lens flare. Sorry about the misunderstanding ><

i think u can try
pasting ur picture, duplicate your picture, set that duplicated layer on gaussian blur 3.5+? anything, > set the mode to screen. and u get the bright n sunny touch. too make it not so bright u can always change the opacity
for the blur background u can click the blur tool and blur just the background,
to make it look sharp, u can go back to the original layer>image>adjustments>brightness/contrast n increase the contrast..
to make the picture look grainy (or is it ur picture quality? idk><) go to filter>texture>grain> and adjust the intensity to how grainy u want it to look
thats my way..
though i dont really know what u mean by the copy layer in ur filter>blur>gaussian blur>copy layer>blending mode is the same as mine or not (;

I'd recommend using illustrator, but I think more people like to use photoshop.
In photoshop, you just use the pen tool to do everything. After using the pen tool to make your shapes, I went into "blending option" and gave them the outline of the shapes. You can also use the shape tools to make the shapes like the perfect circles and stuff.
Here's some I did on photoshop a longgggg time ago. Not as good as wol, but it uses the same basics...sorta...

Many people get 'stuck' with how they learn Photoshop. If someone is taught to use a tool a certain way, it's sometimes hard for them to think about using that tool in any other way other than the way they were taught. That's why 'drawing' doesn't seem natural in Photoshop. But you see work created in Photoshop that rivals ... well, even photographs.
This all depends on the person's level of skill and desire to create such pieces.
I can't draw for sh*t. It's just not something I was born with.
Without a mouse and keyboard, I can barely draw stick figures.
The Pen tool would not have been the first tool I would have thought of use to 'draw' in Photoshop.
But after getting used to what the Pen tool can do, it's a great way to layout solid outlines for your work (as well as other tasks).
Since I can't draw, I took a bunch of little doodles done by a friend of mine on little PostIt™ notes, scanned them in (this is where people who can actually draw would sketch out a rough reference drawing with the brush tool, or sketch something and either scan in or take a photo of), then used the Pen tool to outline the drawing (using the reference sketch), and finally coloring in the different areas.
As you can see in this short gif, each color element is on its own layer. With a simple drawing such as this one, it doesn't take many layers, but the more complex the coloring gets, the more layers you should end up with. Unless you're very very adventurous (or suicidal) enough to do everything on one layer.
Keeping the outline layer on top of all other layers keeps things simpler. it becomes a 'coloring book' where all the lines stay in front of the color.

i can sketch using pencil and paper,and prolly scan them in, but how do we outline using pen tool?
for a start i dont know how to use the pen tool

Make your path using the pen tool, remembering to close the path, you close the path by clicking on the first point you made with the pen tool, you should then end up with something like below:

Mine's just a random shape, make yours according to how you want it.
Then, with the pen tool still selected, right click>fill path:

And fill in with the color you want, chose the color you want on you palette before filling the path.
When you have filled the path then hit delete on the keyboard to delete the path. Or you could just right-click>delete path.

is it just me, or does sometimes colors seem more vibrant and bright while you're working in photoshop, but after you save your graphic, the colors seem a bit duller and less enthusiastic? or maybe my eyesight really is going bad. hah.

no one answer my question. my photoshop doesnt like me like save as in other words i try to save the picture by using save as but the whole photoshop freezes the only reason i want to save it in psd. file so i can edit it and the only way i can save it is save for web and devices. i tryed to control panel > programs > find it > uninstall and it diddnt work neiter does ctrl + s or shift+ctrl+s (save as) the window flash like in one sec and it gone or maybe i dont have engouh ram and it happens like a lot of times again is there any way to reset the settings on photoshop maybe i miss up the settings ?anyone go any idea why is it acting like that?
i dont no how to uninstall it i try to go to add/remove programs but i dont have the admistrator account on the computer i dont have the cd cuz i downloaded online

Err, so are you trying to uninstall Photoshop or save things as PSD's? If you can't save PSD's, that means your computer doesn't have enough ram, and I don't think that can be changed. @__@; Btw, uninstalling Photoshop doesn't help you save PSD's, if that's what you mean...I could barely understand you *__* I think it's time to work on the punctuation rofl. I would like to help though, so don't get the wrong message.
