Does anyone know what font/style it is or how to do it? Thanks =)
That could be the maker's own handwriting. They remind me of the jelly words Jisoo has been making... You can make something similar to that by fooling around with Bevel and Emboss in the layer style, then add a drop shadow.
okie i have a question..

I doubt that method works for dark coloured eyes. I don't have a very effective way myself, but if the eye isn't too dark, maybe try following the steps up to 5 and then go to Image > Adjust > Variations. Or, you could try colourising it (which wont work if you have a black iris).

have a question...how do u make the edges of the picture blend into the picture?...like in my posters...u see how its visible...well...if its the blending tutorial then how would u make the color layer?...i know stupid question
I use the eraser tool to blend my pictures into a solid background. You can also feather, but for me, the eraser tool is a better choice.

I change eye colour diffrent from you.. i make a new layer then i use the circle marquee tool.. and highlist the eye part.. and then i fill it with the paint bucket tool.. with whatever color i want and then i go to my blending pallet and go to HUE

If you want to just blend the edges, what I do is use layer masks. Apply a layer mask to the picture that you're working on and then select the GRADIENT tool. Make sure your gradient colour is black to white. Then, just click somewhere on the picture near the edge and drag out. Ta-da! It should blend one edge in. When you have it just right, apply the layer mask (right click on the layer > apply layer mask). Then just repeat for the other sides.
But I guess using the eraser is much easier =P

is there a way for me to cut a pic into a perfect shape of a heart??
First click on custom shape tool; choose the heart shape. Click shift while drawing the heart so you get a nice even heart. Ctrl-click on the layer to get the outline. Copy the picture. Then, shift-ctrl-v and you should get a heart. Do you get what I mean or do you need screen caps?

I don't know how to exactly make it a circle, but I know how to make it curve around like this:

Is that what you wanted?
[EDIT]
Nevermind, I got it!
