If I were to do it I would copy my orginal photo, then use gausian blur at around 4-7 points, set the layer to screen, then I would erase evreything except for the skin using the layer mask. If it's still not white enough I would hit CTRL+L then move the slider to the left until it the color change in the photo pleases me.

You could follow this tutorial, then hit CTRL+J (copies the layer), then CTRL+L with a copied layer. After that you erase everything except the skin.
I hope that makes sense.

sharpen and whatever else to your pic
duplicate your base and set it to soft light
add a new fill layer of this color ( fd2f64 ) and set it to exclusion 18 percent
add another new fill layer of this color ( 82cfef ) and set it to soft light 100 percent
add one last fill layer of this color ( f91212 ) and set it burn 15 percent
duplicate your base again drag it to the top and set it to soft light
now go layers new adjustment layer color balance
midtones : 10 -15 -20
go to layers new adjustment layer channel mixer
red : 115 -20 0
green : -10 50 60
and now your done!
feel free to show your results and ask ?s

Make sure they're all placed where you want them to be.
Send the file to ImageReady ('File>Edit in ImageReady').
While in image ready, turn off two of the layers for the first frame.
Then add a new frame, and turn off two other layers.
Each new frame should contain only one image layer visible.
Then you can go back and add tweens between the images.

ImageReady used to ship as a separate program in the Photoshop package.
CS3 introduced Photoshop to the 'Animation' palette (Window>Animation) which incorporates ImageReady's duties.

Filter --> Distort --> Lens Correction --> Vignette (change that number)
The pictures for your examples are done very amateur style - (no offense to whowver photoshopped them hehe).. but basically to do that in photoshop it's ONE thing.. so the steps I gave you above are all you need to get that. You can also after that step decrease the saturation of the image which also give it a more vintage feel. I don't think the pictures you showed are categorized as vintage. It's only the vignette (people love this effect)...
You should still smart sharpen as well and move the 3 colors around under the channels window. (windows next to layers.... the RGB modes... try changing just the red and green layers only....)
Sorry if it doesn't help much. I have a tendency to not write steps clearly for beginners hehe but if you need any more help just PM me~~~!
