for starters, i recommend you get a graphics tablet.
it may cost you a bit, but it's worth it. =]

i think i did something, and now whenever i use the rectangular marquee tool the selection is not rectangular but eliptical and comes up with "Warning: no pixels are more than 50% selected. the selection edges will not be visible"

Probably it's because the 'feather' has numbers in it. Feather is located just under the menu when you have the tool selected.
Set it to '0' and maybe it'll work.

So, I've been creating t-shirt designs on Photoshop, vectors an such, when I realized that I've been
working with the resolution of 72/72 pixels per inch. I should be using 300 pixels/inch instead
so when the printing of the shirts come, it'll be smooth and neat. But apparently, it's too late.
Do I have to start over, or is there something I can do about it, without making the design look blurry?
EDIT --- Changing the resolution will definitely have quality loss.

I already know that it was some kind of Brush or texture and filter
but i would like to know that filter was :-/ wave, liquify, ripple or anything else :-/

Looks like they used twirl and maybe wave? Idk what else to say.
No one can really tell you unless you experiment with PS.

You can do that in Photoshop or Paint Shop and many other programs.
They have the basic tools to compile pictures like the ones you gave as an example.
I recommend you try out the Photoshop trial if you don't intend to buy it yet

for my one, i just put the texture over the base and erased it lol
there's not really a way you can add textures without covering the original image unless you do some erasing lol but erasing is pretty simple (: or you could lower the opacity of the texture i guess?
